ansible/monitoring: fix installing fw rules, dashboard improvements

These are a templates now, which broke loading nft because the jinja stuff was not being replaced before it was installed.

This also contains some small improvements to the local dashboard script for showing service status, specifically to support making it easier to see situations where nftables fails to start
