Monitoring: Make the influxdb/telegraf_proxy ports configurable

After changing the port of influxdb from 8086 to 8087, I broke the influxdb_configure script. No idea why it was still working on my gateway, but let's fix this properly by making the influx-related ports configurable and using the in all our templates.
