cmds/httpd: introduce a REST server to control execution

  • Make the manual test expose the http server + open host port to talk to it
  • Document the plan for b2c.timeout in an issue (#58)
  • Document the plan for multiple timeouts besides pipeline and the requirement for the golang rewrite (#60)
