system components not whitelisted anymore

Since 87e60ed9, the "system components" are not whitelisted anymore.
Now that the accuracy is checked again for system applications should that feature be readded?
AFAICS, the only difference with "system components" is that the usage indicator not not shown when used(?)
Edit: To be clear, I'm not advocating for this as this might be against the enlightened consent of the user to use their location
