[sfnt] 'COLR' v1 PaintRotate(AroundCenter) spec updates

  • src/sfnt/ttcolr.c (read_paint): Implement spec change where PaintRotate and PaintRotateAroundCenter were split for a more compact format definition. Update parsing to read shorter values as changed in the spec.
