meson: add basic meson Windows MSVC CI

Added some basic CI. MSVC seemed most useful for starters, since most developers will likely be working on Linux systems.

There are a lot of Meson projects such as Gtk/GNOME, Cairo, GStreamer which use freetype as a Meson subproject on Windows, so there's a wider ecosystem that is interested in a working Meson/MSVC build (other OS to follow).
