Remove API reference website source and autogenerate it using CI

As discussed on the mailing list, this MR removes the API reference website source code from the repo.

I have configured the CI to autogenerate the API reference using a hardcoded freetype version number, during build.

This might also be extended in the future to fully automate a FreeType release
