Allow to add a stamp on every processed MRs/issues

This way, by removing the stamp, we can query mr-label-maker to re-apply its set of labels.

I have been testing this on bentiss/mesa!1 (closed) and it seems to be doing the job.

Basically, we will now know when mr-label-maker was run, and to retrigger it, we can just remove the stamp.
