A few cleanup fixes
The biggest things here is making the settings::Project an actual struct - doing this now is probably a good idea so we don't need to carry two strings around everywhere.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
