wireguard bridge between GKE and packet

This adds a pod with gobetween and wireguard-go which allows us to connect the 2 clusters: GKE and k3s on packet.

Everything should be automated, and this allows bi-directional communication between the 2 clusters.

Currently deployed for anyone to test :)
