fdo-approve-users: fix automatic bots approval

Turns out that the user.email.match? function is now failing, and we were missing group tokens as well.

The query takes a few ms to execute, so looking at the last 90 minutes in case we are doing an upgrade at the same time and that gitlab is unavailable just after the bot creation
