triage: auto-close unresponsive user verification requests

Let's power up our automation and run autoclose on a daily basis.

If the need info was set more than 10 days ago, then we auto-close the issue. Which means we kind of need to ensure we process the info when we get it, but we can always sort this out when we get the close notification

Opening the MR as an FYI, I'll probably merge this ASAP
