marge/mesa: deploy through hookiedookie

Benjamin Tissoires requested to merge bentiss/fdo-bots:wip/mesa-hookiedookie into main

The idea is to run hookiedookie in a separate container in the same pod. This way, when we push a change to either fdo-bots or marge-bot, we can trigger an automatic reloading of marge.

This should lead to less admin time as updates can be pushed as regular git merges.
