cli: drop the --label arg from the webhook

Peter Hutterer requested to merge whot/damspam:wip/drop-label-arg into main

This one only filters, it doesn't actually affect the "Spam" label that is applied later. The only use-case for this would be for an issue to have e.g. "Potential Spam" as filter but we don't expect anyone to go through that effort. So let's remove it for the sake of ease-of-use.
