Add damspam update-webhook and bugbot update-webhook

Our initial webhooks for spam handling got created without emoji event support - add a update-webhooks command to update all existing webhooks for the various projects to the state we use when we create a new webhook now.

Note that this is intended to be run once by an admin on the cli rather than being integrated through gitlab issues.
