Install the webhooks for merge requests too

Peter Hutterer requested to merge whot/damspam:wip/hook-for-mrs into main

We definitely need those for bugbot, we don't currently use those for damspam but there's a slight chance that we will need those in the future when spammers start filing MRs against existing projects.

Meanwhile, let's install them for all webhooks.
