Hardcode the SPAM_LABEL and use it from the cli

Follow-up/improvement to 41bbef8e cli: default to the "Spam" label (not the spam label)

Let's have a single constant for this and refer to it. No option to change for the webhook processing, no point in making this more complicated for us.
