vmctl: janitorial patches to make it easier to run on a local machine.

Peter Hutterer requested to merge whot/ci-templates:wip/vmctl-updates into master

This is for the main goal that the tool can be used as part of a local image build. This means working around a few bits where we previously just messed up the host system (because we don't need to care about the mkosi base image).

Also fixes #34 (closed)
