A bunch of bootstrap updates

Peter Hutterer requested to merge whot/ci-templates:wip/bootstrap-updates into master

The main change here is the change to the F33 cloud image since the F31 is no longer available. The rest followed from that.

Unfortunately, not every commit here would individually pass the CI, mostly because the latter commits are required for the cloud image change, but we can't order them beforehand because, well, we can't fetch the old cloud image anymore so they'd fail regardless.
