Drop Ubuntu 19.10

Peter Hutterer requested to merge whot/ci-templates:wip/drop-old-versions into master

Repos for 19.10 have disappeared (see e.g. this job), so let's drop it. Usually we'd update to 20.10 instead but that doesn't currently work with an mkosi failure (see this job, probably similar to #18 (closed)). Until we can fix this, let's just drop 19.10.
