arch: update upstream image following deprecation notice

As per announcement and notice on the docker page, archlinux/base will no longer be updated and is replaced with archlinux/archlinux.

This isn't really an issue right now, it just means that there will be more and more updates to download as time goes on, and eventually the GPG keys will expire and updates from such an old base won't be verifiable anymore, and pacman will fail.

There is also an official archlinux docker image, and it is unclear why there is this split between archlinux/archlinux and archlinux. archlinux/archlinux is automatically updated every day though, making it the most up-to-date.
