allow resizing raw VM images

Add $FDO_DISTRIBUTION_RESIZE which is passed to truncate -s in order to allow resizing of the raw image, right after download, if set.

For FreeBSD this is already enough, since the firstboot script will automatically resize root partition/filesystem.
