Bump Fedora 36->39 and FreeBSD 13.1->14.0 as the old ones are no longer available

The contents of this directory have been moved to our archives available at: http://archives.fedoraproject.org/pub/archive/fedora/

This is a re-do of e5b0c2af ("Bump bootstrap images to fedora 36"), crossing my fingers that not much changed since and this is still changing all the right things.
