Intented usage: when hookiedookie sees the Account
verification::approved label on a freedesktop/freedesktop issue, it
calls `ackuser approve <webhook data>` which then sets
issue.author.external to false.

The scaffolding is copied from damspam so some of it is more flexible
than it really needs to be for a simple bot like this. But hey, the code
was there already, so...
