ci: random fixes
This MR brings the minimum needed to start running the rails test. The tests will still fail because postgresql has not started, but that's already further than the current situation :)
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
