cta: add support for VESA Display Transfer Characteristic data block

This one also doesn't occur in any of the linuxhw EDID blobs. Even worse, the spec is really weird: It doesn't encode relative luminance which you'd expect from a TF (ignoring PQ) but it's not absolute luminance either because you can't get any absolute values from the encoded data. Maybe I'm missing something (@pq).
