Release preparations
Implemented the versioning/SONAME behavior we want. Also stole the release.sh and releasing.txt files from wayland, adjusted them a bit and made sure it all works, as far as that's possible.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
