build: add gen-test-data run target
This makes it easier to re-generate the test diffs. The build system will properly set DI_EDID_DECODE/DI_EDID_PRINT (and will rebuild these tools if they are out-of-date).
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
