A Robust handle of frequencies during an unlikely gt reset

Rodrigo Vivi requested to merge rodrigovivi/drm-xe:xe_guc_pc_robust_reset into xe

Although GT resets are unlikely, they happen, and since we are querying and setting the frequencies directly to guc we need to protect all these freq memories from races and provide a reliable results. Or ensure that we return an EAGAIN in case were GuC SLPC is not ready yet.
