drm/xe: initial MOCS import from i915

HAS_L3_CCS_READ didn't add as we will copy _wb from the table, only platform that support it will set it. has_global_mocs/HAS_GLOBAL_MOCS_REGISTERS: Gen12+ have it by default, this also means that HAS_ENGINE_MOCS/init_mocs_table were removed too.
