Initial GuC PC support with the GT sysfs as well

The minimum version that unlocks our frequencies. It allows SLPC to select and manage all the features it has enabled by default. No API for freq tunning or selection yet. For some reason GuC was not respecting my requests so I will deal with this in a follow-up. But for now let's add the infra in place and unlock our frequencies.
