RFC: Upstreaming prep

All my patches on list in a single branch, will post all patches on list shortly.

Should cover the following bullet points in upstreaming plan [1].

  • Drm_scheduler
  • GPU VA
  • Userptr integration and vm_bind (missing documentation)
  • Long running compute: minimal data structure/scaffolding (missing documentation)
  • Drm_exec
