There seems to be some change in sysctl registration in 6.11-rc1. This is what we see in boot dmesg:

This is what is causing these skips. Will continue to investigate this.

I think you got that SHA1 wrong, it looks like a mutable and rebased one.

Agreed, it's confusing. But SHA's are immutable. The original one, 8169b209, was itself submitted as a "fix", would have been cherry picked into the "-fixes" branch where it got the 63347fe0 SHA. And somehow the fixes commit reached upstream before the original commit as you said :/
