Add KASAN fragment
Add KASAN fragment to enable KASAN in CI.
@demarchi is this enough, I am not sure ? I tried to generate locally using ./scripts/kconfig/merge_config.sh ~/ci/kernel/40-kasan.fragment which seemed to work.
