arm64: dts: rockchip: add Theobroma Jaguar SBC

Add a board dts for the Jaguar SBC from Theobroma-Systems

JAGUAR is a Single-Board Computer (SBC) based around the rk3588 SoC and
is targeting Autonomous Mobile Robots (AMR).
