Draft: ci: Test on devices with IGT
This pulls the .gitlab dir from Mesa, and most of the root .gitlab-ci.yml file.
The first is probably fine, as long as we keep modifications to it to a minimum. The latter is something I would like to improve, maybe by moving out container, build and test jobs into new 3 yml fragments that would be included into the root .gitlab-ci.yml file.
