drm-msm fixes for 5.20-rc2

Here is the summary of fixes for this cycle so far. I will send out another MR for a couple of other patches which are on the list.

The fixes in this MR are mainly to address the following:

  1. Specify the correct number of DSI regulators for SDM660. It should have been 1 but 2 was mentioned
  2. Specify the correct number of DSI regulators for MSM8996. It should have been 3 but 2 was mentioned
  3. Fix for removing DP_RECOVERED_CLOCK_OUT_EN bit for tps4 link training for DP. This was causing link training failures and hence no display for a specific DP to HDMI cable on chromebooks
