igt@i915_pm_rpm@(legacy|universal)-planes(-dpms)?|igt@i915_pm_rpm@gem-idle are terribly slow on modern platforms

These tests are responsible for a significant amount of the overall reported time of a CI FULL run:

  • shard-skl: 1.6% (~4 minutes)
  • shard-kbl: 0.4% (30 seconds)
  • shard-apl: 0.2% (20 seconds)
  • shard-glk: 0.2% (30 seconds)
  • shard-icl: 6% (~12 minutes)
  • shard-tgl: 6% (~12 minutes)

The explanation is likely that shard-skl is a low-power variant while ICL/TGL would be slow because of the increase in amount of planes and never got fixed.
