Very slow response for both tty and GUI, starts from linux kernel 5.16
Description: This happens on my new laptop. The most significant problem is that the response for both tty and GUI (For me it's KDE plasma, both wayland and x11 are affected).
On the tty: The typing is not as smooth as most of the tty I encountered, but still usable. But the tty would not refresh the screen until I enter a new key. This happens for many applications like neovim and pacman and happens very often.
On the GUI: Both keyboard input and mouse movement suffered from very large lag. It is completely unusable and sometimes there will be noise like an old tube TV when I open some applications.
The good and bad kernel version: I temporarily use latest linux-lts on archlinux (5.15.79-1-lts) and the problem is not happening. I also tested several kernel versions and find that the latest good version is 5.15.10 and the earliest bad kernel version is 5.16.1.
There are no strictly version 5.16 in the arch archive. So I use the 5.16.1 but that 5.16 is also broken is a reasonable guess.

Additional information: This problem happens for both live usb and a fresh install on my computer. So I assume there is other application involved. Also the laptop has no nvidia graphic card.
