[TGL-H] Noise/color screen pops up before login to Linux (after grub)

On TGL-H platform, noise/color screen pops up before login to Linux (after grub).

Isolation:

"intel_iommu=igfx_off" would workaround this issue.
Only reproduce under enbabling secure-boot.
Intel drm-tip kernel also can reproduce issue.

Analysis: Maybe driver needs to do some improvement for TGL-H because the iommu on igfx should be default off according to [1].

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
