tools: add support for --device

Device selection API already has the required rbs and will get merged rather sooner than later.

With that there are few tools in IGT that could use support for selecting GPUs (especially intel_gpu_top).

Let's go through all of them and let's add the support :-)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
