Are RC6 modes now disabled in some i915 hardware?

I've noticed that since the fixes have gone into the i915 kernel driver that mitigate/fix the GPU HANGs of the early Autumn, that I'm no longer getting RC6 states (measured by "turbostat") on my laptop with UHD620/CoffeeLake graphics.
Have they been permanently disabled? I do see that if I do a suspend/resume cycle turbostat seems to imply there were some RC6 states in the time the hardware was being prepared for (or resumed after) during the syspend/resume cycle, so it doesn't appear to be permanently disabled. I've tried measuring with no open windows, no change.
