i915 Display Issues (Blank Screen)

** A clear subject describing the issue. **
- Display is blank/black when the screen is turned off an on. Sometimes this also happens when loading the system from boot, when switching to the i915 driver. This does not involve booting into starting X, booting a Windows Manager or Desktop Environment. Can happen simply from a tty.
** Steps to reproduce the issue.**
- A few different ways that I have found so far involve using vbetool and suspend. For vbetool, simply type the commands "vbetool dpms off" and "vbetool dpms on". On the first the command, the backlight to the screen goes off as it should. On the second command, the screen will usually turn back on (back light is on), you might see the display for half a second and then the screen goes blank (backlight is still on).
- For suspend, simply type the command "systemctl", wait a few moments for the system to enter sleep (as it should do) and when you wake the laptop up you might see the display for half a second and then the screen goes blank (backlight is still on).
- For the black screen on boot, I don't have a reliable way to reproduce that, it happens randomly.
** How often does the steps listed above trigger the issue? For example: always, 1 out 3 times.**
- For vbetool, 97 out of a 100 times, the screen will be blank.
- For suspend, 95 out of a 100 times, the screen will be blank.
- For on boot, it's very random but happens a lot less than the previous two bullets.
** Which platforms and features are affected (if you can).**
- The display of the system to the laptop monitor. This doesn't explicitly involve X, a Windows Manager or a Desktop Environment and can happen from a tty. The system itself, despite the blank screen, IS still running in the background. It is possible to SSH into the laptop after the screen blanks and even blindly typing a reboot command will cause the machine to respond justly.

- I don't have particular photos to show. The screen is blanked.
** output of "xrandr --verbose" for display mode issue;**
- xrandr doesn't do anything from a tty. When X is launched with a Windows Manager or Desktop Environment, xrandr works and still detects the screen, even when the screen is blanked out.
** intel_reg_dumper output (see the guide) and VBIOS dump (see the guide) for display issues;**
- I believe one of these links is dead. However, I didn't seem to get any output from the VBIOS dump. I may need to take a look at that again.
