Add new template and script for s2idle related issues

A number of people come to this tracker not just for drm issues, but also s2idle/s0ix issues. We want to collect different things for s2idle/s0ix than drm issues, so add a dedicated bug report template as well as a script to capture a majority of the necessary things.
