[rx 5700 XT] eGPU amdgpu_discovery_init init fails

Brief summary of the problem:

Hotplugging the eGPU doesn't work; /dev/dri still only has card1 for the integrated GPU, and the external GPU has RGB lights on but can't be used by the laptop.

This might be similar to #3500 (closed), but for me it doesn't even work on the first attempt.

This still worked a few weeks ago, so it's a recent regression.

• Laptop model: Framework Laptop 13
