amdgpu crashes on loading on both kernel-6.6.9 and kernel-6.1.69 at cold boot
Brief summary of the problem:
The amdgpu driver crashes at cold boot. It does not always happen, but it happens most of the time (2/3 times I'd say). After I reboot my machine everything works fine. The issue has not occurred during a reboot so far. The system still responds fine when this issue occurs (I'm able to press ctrl-alt-del to reboot the system)

- System Memory: Kingston FURY Beast DDR5 64GB (2x 32GB)
- Display(s): LG UltraGear 32 (2560x1440)

How to reproduce the issue:
Perform a cold boot of the system using a AMD / Sapphire Pulse Radeon 7900 XTX on a ASUS ROG STRIX X670-E Gaming WIFI with BIOS 1807 and make sure it loads the amdgpu driver
