[amdgpu] High energy use when monitor is off
Brief summary of the problem:
Whenever the monitor goes into standby, suspend or off due to DPMS settings, the energy consumption of the 5700G allegedly increases quite a lot (also measurable at the wall). Quite the opposite of what the intention is.
The following is data from major sensors in my system (an ASRock DeskMini X300), where the PPT seems to reflect what I can see at the wall socket:

How to reproduce the issue:
Invoke one of the DPMS power saving states using xset
(e.g. xset dpms force standby
).
