Fan issue on a radeon hd 7770 Ghz edition (Cape Verde XT)
Brief summary of the problem:
The fan on the GPU runs at maximum speed "all the time". Note: At computer start (during the boot process), the GPU fan is stopped (or at reduced speed in case of restart just after a shutdown)
I expect the fan to run at low speed, on login screen or on desktop.
Note2: sensors indicate a temperature of +0.0°C radeon-pci-0300 Adapter: PCI adapter temp1: +0.0°C (crit = +120.0°C, hyst = +90.0°C)

CPU: Intel i7-3930K CPU @ 3.20GHz GPU: Radeon HD 7770 GHz Edition (Cape Verde XT) System Memory: 32GB of DDR3 RAM @ 1333MHz Display(s): LCD 1680*1050 LCD screen connected via HDMI or DVI
System information:
- Distro name and Version: Fedora 37 Workstation up-to-date (it's happen also with Fedora 37 server)
- Kernel version: Linux 6.2.7-200.fc37.x86_64
- Custom kernel: N/A
- Mesa version: 22.3.7
How to reproduce the issue:
Start the computer and wait than the fan start to run at full speed and never reduce running speed.
