amdgpu system hang after gfxoff on RX 6400
Brief summary of the problem:
I have a new Powercolor Radeon RX 6400 ITX and as soon as the display blanks (through X blanking or DPMS -- I haven't tried any non-X blanking), the whole system hangs (or at least network and alt-sysrq are unresponsive -- there does seem to be some activity occasionally), often producing these messages:

The hang is very consistent, and these are the only messages that get written (if anything).
Setting amdgpu_gfxoff to 0 in debugfs prevents this problem and everything else seems to work fine.
