BS GPL2 headers?

linux/drivers/gpu/drm/radeon/Makefile and linux/drivers/gpu/drm/radeon/Kconfig both have GPL-2.0 liscence headers after the liscence cleanup(b24413180f5600bcb3bb70fbed5cf186b60864bd). Is this needed?
